0Teresa Desantis
Teresa is the Southeast Pennsylvania Child Passenger Safety training coordinator for the PA Chapter of the American Academy of Pediatrics Traffic Injury Prevention Project. Teresa plans and instructs the 4 day national certification class for CPS technicians so that they can then go out into their communities and properly show parents how to safely transport their children. She also presents information about car seats to hospitals, physician offices, police departments, transportation companies, and children and youth agencies.
 
0Matthew Frampton
Matt retired from the Pennsylvania State Police in September 2016, after 22 years of service. His final assignment was as the Program Grant Coordinator and Child Passenger Safety Coordinator in the Bureau of Patrol, where he administered the Child Passenger Safety Program for the State Police. Matt joined South Central PA Highway Safety in June, 2017. South Central PA Highway Safety’s mission is to prevent injuries and deaths on Pennsylvania’s highways through traffic safety education to the public. They accomplish this mission through networking and developing partnerships with businesses, community groups, schools, police departments, and other agencies to promote operator, passenger, bicyclist, and pedestrian safety. Matt is a AAA-certified CarFit Technician, and a Safe Kids Worldwide-certified Child Passenger Safety Instructor. He currently oversees South Central PA Highway Safety’s child seat loaner program and child passenger safety educational efforts.

Leigh has been the Routing & Credentials Administrator for Smith Bus Company in Blairsville, PA since August of 2017. Leigh assists with the routing as well as handles the medical waivers and clearances for the company. Leigh came to Smith Bus Company from Blairsville-Saltsburg School District where she was the Transportation Director for twenty years. She brings with her a vast knowledge of school district transportation audits.
 
0Gary Gillespie, CSP, ARM, CRM
Gary Gillespie is a Loss Control Consultant in the Loss Control Services Department for Nationwide Insurance. He has over 30 years of experience in insurance loss control and safety and has provided consultative services to clients in all types of industries and businesses. Gary has obtained designations as a Certified Safety Professional, Certified Risk Manager, Associate in Risk Management, Associate in Loss Control Management, Associate in Claims, and Associate in Management. He is also an authorized instructor for the OSHA 10 and 30 hour Construction Outreach Course and the National Safety Council 4 Hour Defensive Driving Course. He also holds a Bachelor of Science degree in Safety Management from Indiana University of Pennsylvania. Gary serves Nationwide in Western Pennsylvania and lives in Delmont, PA.
 
Richard Kelly, Esq.
Attorney at Law
Rich Kelly is the founding member of RC Kelly Law Associates with a practice focused on helping commercial operations grow and improve. He developed the firm’s Business Counsel Program and Contract Administration Program in response to the unique needs of the small and growing businesses he encountered through working with insurance agents and their commercial policyholders. Rich gained a thorough understanding of business organizations while working in legal, technical, management, and executive roles for small businesses and large corporations and as Vice President in charge of Risk Management for a major regional insurer.
 
Grace Bradley Kelly, MBA, SPHR, SHRM-SCP
Senior Consultant
Grace is a Human Resource Risk Management Consultant with RC Kelly Law Associates. In addition to her HR expertise, Grace had worked extensively in the healthcare arena before joining the Firm. Grace was on the Board and continues to work with the Center for Humanistic Change in Bethlehem PA. The CHC is a private, not-for-profit agency providing prevention education for alcohol, tobacco and other drugs as well as life skills training for children and adults. Her combined medical, legal and human resources knowledge makes her an excellent resource for drug and alcohol fitness for duty policy, procedure and issue resolution.

Mary has been working for PA TIPP for 18 years and working in the field of Highway Safety in PennDOT grant and contracted programs for 27 years.

Stephanie Nericcio
Stephanie is a two-time Art School Drop Out, with several years’ experience as a Graphic Designer at a little firm outside of Hartford, CT. She designed for many major companies some of which included Lowes, Sprint, Hartford Hospital and Aztec Lighting. She is an accomplished artist with her works being published in magazines and books. She left her design job to follow her interest in Meditation and Crystals, she taught classes on the subject in New England for many years before relocating back to PA. Returning to the Bus Industry in 2007, she quickly got up to speed on the ins and outs of day to day life. In 2015 she and her husband purchased Deitch Buses, Inc. from her grandmother and continue to run it while she completed the 200-hour Yoga Certification in Pranakriya Yoga. She lives in Newville, Pa with her husband, daughter, rescue dog, 2 jerk goats and 1 sheep, where she is an avid thrift store shopper. When not cursing at the computer about bus routes or payroll, she can be found binge watching Gilmore Girls, stand-up paddle boarding or cos-playing her favorite Sci-fi character.
 
0Michael O'Brien
Michael has been a police officer for 29 years with the Economy Borough Police Department in Beaver County, PA and currently the Chief of Police since 2014. He is a certified MPOTEC (Municipal Police Officers Training and Education) Instructor, Certified Firearms, Less Lethal Munitions and Simunitions Instructor, as well as NTOA (National Tactical Officers Association) Police Response to Active Shooter Instructor and Advanced ALICE Training Institute Instructor.

Dr. Perry has experience in the education field including overseeing special programs, Special Education Plan, Cyclical Monitoring, ESL/Title III Liaison, Homeschooling Coordinator, Homeless Coordinator, Act 71 Suicide Prevention Coordinator, District Assessment Coordinator, Monitor the School Based Access Program (SBAP), Chapter 15/504 District Coordinator, Gifted Coordinator, Supervise school psychologist, Coordinate OT/PT and other related services, attend and monitor Outside-of-district placements.

Kevin has been an Instructor Coordinator with IU #3 for 17 years, state certified school bus Instructor for 26 years, and has been in the School bus industry for the past 35 years.
 
0Richard Serafin
Rich has been the Staff Coordinator for Smith Bus Company in Blairsville, PA since April of 2000. Rich handles the Human Resource, Payroll, and training duties for the company. Rich also is a Pennsylvania School Bus Instructor and Instructor Coordinator. In June 2017, he was voted onto the PSBA Board of Directors and serves the Southwest Region. During the audit process, Rich acts as the liaison between the school districts and bus company to resolve audit issues.
